COAST GUARD MERITORIOUS TEAM COMMENDATION

The Commandant of the Coast Guard takes pleasure in presenting the COAST GUARD MERITORIOUS TEAM COMMENDATION to:

COMMERCIAL VESSEL STEAM SHIP SEA WITCH UNIFIED COMMAND TEAM

For services set forth in the following

CITATION:

"For exceptionally meritorious service while assigned to the Commercial Vessel Steam Ship SEA WITCH Unified Command Team from July 2008 through March 2009. Through exemplary innovative operations, the Unified Command succeeded in salvaging the vessel, cleaning all hazardous material, and removing a significant risk to the Chesapeake Bay. As a direct result of the team's actions, over 560,000 thousand gallons of oil and oily waste products, 756 tons of oil-contaminated solid debris and steel, and 3,000 cubic yards of concrete ballast were safely recovered. The Unified Command expertly coordinated operations and logistics among numerous federal, state and local agencies, including Coast Guard Headquarters, the National Pollution Funds Center, the Maryland Department of Transportation, Resolve Marine Group and Miller Environmental Group. This coordination was crucial to ensure unity of effort among the various elements of the SEA WITCH Unified Command throughout the project's eight-month operational period. Team members maintained vigilant oversight of over one hundred Coast Guard and response contractor personnel, as well as their ashore and afloat salvage and oil recovery equipment. The cleanup was executed at a fast pace, including around-the-clock operations during critical periods. Members of the Unified Command Team meticulously maintained accurate cost accounting data for the operation, which ultimately totaled over twenty million dollars, the largest Federal Project in Sector Baltimore's area of responsibility and the largest project for the Coast Guard to date in fiscal year 2009. Additionally, team members played a vital role in ensuring the on-site personnel strictly adhered to stringent Occupational Safety and Health Administration guidelines - over the course of this very dynamic project, at two separate work locations, there were no significant injuries. The dedication, pride and professionalism displayed by each member of the Commercial Vessel Steam Ship SEA WITCH Unified Command Team reflect credit on each team member, their team and the United States Coast Guard."
